The published Peculiar reroof process

A reroof in Peculiar needs more than an application form. Permit issuance, tear-off, the deck and inspection visibility affect the work sequence. This guide connects those published instructions with the roof project and separates the city fee from the physical roofing budget. Repair classification still requires the city's interpretation of its conflicting percentage wording; no numerical exemption is claimed.

Before work begins

The current roofing form calls for permit issuance, one layer and removal to the deck.

While work is visible

Mid-roof and final inspections belong in the work sequence, with project-specific documentation where required.

Peculiar reroof permits and tear-off

Peculiar's building FAQ says a permit is required to reroof a home. The current linked Roofing Application/Permit says the permit must be issued before work begins and allows one roofing-material layer. It calls for removal to the deck, a sound fastening substrate and replacement of deteriorated, delaminated or damaged decking.

Submitting an application is not the same as receiving the permit. For a replacement, the tear-off and deck assessment therefore belong in the planned scope from the start. These are published city instructions for the applicable jurisdiction, not a finding that every roof needs deck replacement.

Mid-roof and final inspections

Keep concealed work visible

The roofing form calls for a mid-roof inspection while deck repairs and concealed components can still be seen, followed by a final inspection. Covering those details too early removes the view the inspection is meant to provide. The work sequence needs to account for that visibility.

Commercial documentation

Structural, loading, drainage, equipment and curb changes, along with commercial low-slope systems, can require plans, product data or engineered documentation. The need depends on the actual project. Residential and commercial application paths are separate on the city's permit forms page.

Current requirements and roof permit fees

Current ice-barrier instructions

The city's current codified table says ice-barrier underlayment is required; its October 2020 amendment supersedes the older linked handout's contrary entry. Product, roof and detail requirements still need to be applied to the project. A fire classification for a covering is also different from a hail-impact classification.

Valuation-based permit fee

The fee schedule effective October 1, 2026 lists roofing under the building-valuation table with a $200 minimum. That minimum is not a flat roof permit price. The city determines applicable valuation and additional charges, so a permit allowance belongs separately from the roofing work in a project budget.

Repair scope and the published code wording

Repair scope needs interpretation

For repair work, the scope and the city's current interpretation need to be established with Development Services. The published reroof definition contains conflicting percentage wording, so this guide does not turn it into a numerical permit exemption. A leak's visible size alone also does not reveal how much underlying material will need work.

The applicable authority

Start with the roof condition and intended work. A free inspection helps define the roofing scope, while the city determines the applicable permit and inspection requirements. The source links below lead to the building division, current application and codified provisions.

City information reviewed October 27 and checked again November 2, 2026. Applicability depends on jurisdiction and the actual work.
